Why Americans use Russian cosmodrome baikonur to launch their Rockets if they have their own lunch stations?

The Space Shuttles are being phased out, so the russian rockets are now used for transportation until the americans have their own launch vehicles ready. They have already scheduled some 750 million dollars in "tickets" (about 62 million a popo) for american astronauts going to the ISS through 2014-2016.
