When will BHO admit his health care reform has failed?

Why do you people think granting exemptions is a sign of failure? The granting of exemptions was BUILT INTO THE BILL. Waivers are designed merely to give plans some extra time to comply. It's no different than filing a form to get an extension on the due date for your tax return.
